Project IMPEL 
ELP implementation support / Soutien à la mise en oeuvre du PEL 

The aim of the impel project was to offer support for the implementation of the ELP in the Council of Europe member states by

  • gathering and exchanging information on experiences in order to provide support for the day-to-day management of ELP implementation projects;
  • devising planning, monitoring and feedback tools;
  • initiating a cascading process by making these tools available to project managers at a central workshop, and
  • disseminating information, expertise and experience in support of ongoing and future ELP implementation projects. 

There were six members of the project team: Team

Hans Ulrich Bosshard (Switzerland; co-ordinator), Gisella Langé (Italy), Dick Meijer (Netherlands), Rolf Schärer (Switzerland, CoE ELP general rapporteur), Gabriele Tänzer (Germany) and John Thorogood (United Kingdom).
Between 2004 and 2006, the team was joined by Sally Rehorick from the University of New Brunswick, as permanent observer for the Canadian government
